Dr. Bijal Shah | President
Dr. Bijal Shah is president and co-founder of Trewon Technologies, LLC. As president, Dr. Shah provides managerial expertise to all areas of the company, leading efforts in setting goals, identifying growth strategy, measuring and expanding potential of the company, and setting standards of excellence throughout the firm’s operations. Drawing on her background in health research and knowledge of advanced statistical methods, such as predictive analytics and data modelling, she offers a unique combination of advanced skillsets in management, science, and data analytics.
Dr. Shah works closely with Trewon’s Research and Evaluation Unit, taking a major role in quantitative research design. She has over 15 years of experience in statistical analysis with large datasets, survey development, project methodology, and analysis design. Prior to founding Trewon, Dr. Shah managed multiple federal projects for the Indian Health Service (IHS), Bureau of Justice Statistics (BJS), Food and Nutrition Services (FNS), Centers for Medicare and Medicaid Services (CMS), Internal Revenue Service (IRS), National Science Foundation (NSF), and others. She led the data collection, analysis, and development of the IHS Urban Indian Needs Assessment Report to Congress. Drawing on her expertise in synthesizing large and multiple data sets, she assessed key health indicators and identified the healthcare needs of urban American Indians and Alaska Native people across the United States. This work provided the blueprint for healthcare delivery to this population. In her work on a National Survey of Tribal Court Systems for the BJS, she prepared the dataset for analysis. This process included measuring nonsampling errors, conducting nonresponse bias adjustment, drawing on innovative methods to develop imputation weights and values, and stratifying the tribes.
In the nonprofit realm, Dr. Shah assisted community focused organizations like Share Our Strength and the American Friends Service Committee with statistical support. She has worked with a diversity of communities across the U.S. and stakeholders that include administrators, policy makers, healthcare providers, business owners, judiciary, adult and children community members, families with special healthcare needs, and individuals with limited English proficiency.
Dr. Shah received her PhD in Nutritional Sciences from the University of Texas at Austin.
Saumil Shah | Vice President
Saumil Shah is vice president and co-founder of Trewon Technologies. He serves as technical liaison for the company’s Information Technology business line, keeping the company on target with the latest advances in technology. Mr. Shah works directly with our clients interested in Trewon’s technology expertise and guidance. He also brings his decade plus experience working with government agencies and corporations to keep the firm’s strategies consistently targeting the needs of our clients’ technological needs. Mr. Shah works directly with the Trewon’s president to support the development of initiatives in the firm.
As an Information Technology professional with SAP Business Objects (BO) subject matter expertise he brings a robust background in database architecture. He directs the technical arena for Trewon Technologies, supporting clients to more effectively and efficiently store, manage, and leverage their data. Mr. Shah’s expertise is evident in the multiple and varied versions of BO Deployment he successfully implements across diverse operating and database environments for multiple agencies at the Department of State. He is an authority in BO Customization and provides custom applications using BO Software Development Kits (SDKs). As a seasoned Data Warehouse professional Mr. Shah brings his versatile experience using multiple Business Information tools to the handling and storage of big data. He is certified in building and using backend databases and is an expert in relational databases.
Dr. David Dreisigmeyer | Chief Data Officer
Dr. David Dreisigmeyer comes to the Trewon team with over 20 years of data mining experience in academia and the Federal government and has an extensive background in Federal data governance. Dr. Dreisigmeyer has led comprehensive data strategy efforts across heterogeneous agencies. He was a Federal Data Strategy (FDS) Fellow and lead on the initial 2020 FDS playbooks for Actions 4 (Identify Opportunities to Increase Staff Data Skills) and 13 (Develop a Curated Data Skills Catalog). As the Deputy Chief Data Officer (CDO) for the Department of Commerce, David co-led the Department in implementing the Federal Data Strategy and represented the Department on the Federal CDO Council. He played a leading role in setting up the Data Skills and Curated Data Skills Catalog working group under the Federal CDO Council. Dr. Dreisigmeyer has published peer-reviewed research in quantum mechanics, physics, computational biology, optimization and data mining. In 2020, David was appointed as an editor of the Journal of Optimal Control Applications and Methods. Outside of work, he competes in Olympic weightlifting.
Dr. Stéphane Baldi | Vice President of Research and Evaluation
Dr. Stéphane Baldi is the Vice President of Research and Evaluation at Trewon Technologies. He has 23 years of experience managing large, complex research and program evaluation studies in the education, STEM, and human development space for federal, state, local, and foundation clients. His responsibilities at Trewon include developing and implementing Trewon’s corporate vision and strategy for business development and client relations related to Trewon’s Research and Evaluation Practice Area and providing corporate oversight for Trewon’s research and evaluation projects. Dr. Baldi has directed work with the U.S. Department of Education, the National Science Foundation, the U.S. Department of State, the Department of Commerce, Department of Homeland Security, Department of Transportation, and Department of Agriculture, as well as private foundations. Dr. Baldi previously served as Vice President of Education at 2M Research and held senior positions at Insight Policy Research and American Institutes for Research (AIR). Dr. Baldi received his PhD in Sociology from The Ohio State University and a Master of Arts in Sociology from the University of Connecticut.
Dr. Baldi's research has been published in a variety of peer-reviewed journals, including American Sociological Review, Social Studies of Science, Work and Occupations, Journal of Safety Research, and he has served as the lead author on numerous governmental reports.
Dr. Kimberley Raue | Director of Research & Evaluation
Dr. Kimberley Raue is an accomplished study director with 20 years of experience in education research and program evaluation. Dr. Raue is skilled in leading mixed-methods studies, developing client relationships and trust, and promoting staff collaboration and development as demonstrated by her consistent achievement of “exceptional” ratings in the Contractor Performance Assessment Reporting System (CPARS). Trained in effective facilitation through Leadership Strategies and certified in What Works Clearinghouse standards 4.0, she has a keen interest in building client capacity for generating and using evidence to inform strategic decision-making and continuous improvement. Dr. Raue is knowledgeable in a variety of content areas, including broadening participation in science, technology, engineering, and mathematics (STEM); professional learning communities; teacher quality; and school reform. A common thread through much of her work is a focus on advancing educational equity and opportunity. In addition to her work in research and evaluation, she currently serves as a Court-Appointed Special Advocate in Montgomery County, MD.
Rebecca Pere' | Human Resources Manager
Rebecca Pere' is the Human Resources Manager for Trewon. She brings key leadership skills and in-depth knowledge of human resource practices honed by more than ten years of experience in corporate and human resource management. Her sharp communications skills and breadth of experience support Trewon through many avenues of work that include office management, policy development and implementation, and recruitment and placement of ideal candidates to build compatible and enduring teams. While fostering a professional environment, Rebecca brings her motivation and wealth of recruitment experience and knowledge to identify topnotch candidates. She is also responsible for Trewon's networking and marketing practices that are key to attracting the best talent in the industry. Rebecca is also strongly engaged in giving back to the community. With interests that closely mirror that of Trewon’s outreach efforts; she is active in supporting the youth, elderly, and environment of her community.
